Philadelphia OIC is lead by a team of dedicated staff and a volunteer board of directors.

Charles Crumbley III, Interim President & CEO

Charles joined the Philadelphia OIC Board of Directors in January 2010.

As Treasurer of the Board, along with the Board Chairman, he provides financial oversight to the President & CEO and Chief Financial Officer. He oversees all budgets, accounts and financial statements and ensures that all appropriate financial systems are in place and provides effective financial monitoring and reporting for the organization at large.

Mr. Crumbley took the helm as Interim President & CEO of Philadelphia OIC in March 2018. In this capacity, he is responsible for determining the nonprofit’s financial direction and goals. He maintains the mission and overall strategy and fundraising initiatives for the organization. He currently manages an Executive Leadership team of five and a staff of 42.

Charles held a longstanding career at PECO Energy for 33 years in various management-level roles. He began his tenure in 1985 as a lineman for three years. He also worked as a Substation Operator and Supervisor in the Dispatch Office.

Charles managed the staff as Shift Manager in the Dispatch Office from 2006 until his retirement in 2018.

A native of Philadelphia, PA, Charles attended Community College of Philadelphia and earned his Associates degree in 1980. He is a veteran of the United States Army and served from 1974-1977 when he was honorably discharged.

He resides in New Jersey, where he is married to his wife, Maureen. They are the proud parents of three children and four grandchildren.
